The kernel debug adapter enables itself when it detects that kernel debugging is running over the network transport. it refuses to start if kernel debugging is not running over the network transport. that it's still disabled is a symptom, not the problem.. For step three, since battleeye does checks on integrity of your windows kernel, it needs access to it, but if the windows kernel debbuger is on, it may not get it. yet amazing battleeye never had a problem with that..
